    Sealed quotations are invited from cannon authorized repair centers and other reputed repair centers for Annual Maintenance Contract of Photocopier Machines installed at Admn. Block of the University (18 Photocopier Machines) for a period of one year i.e. from 01-04-2009 to 31-03-2010.

    The quotation should reach the office of Asstt. Registrar (Estate), Room No. 115 Admn. Block, JNU, New Delhi-110067 on or before 27-02-2009 up to 3.00 PM duly marked “QUOTATION FOR AMC OF PHOTOCOPIER MACHINE” due for opening on the same day at 3.30 PM. The quotation submitted after due date and time shall not be accepted. The quotation may be dropped in the Tenders Box placed in the Estate Branch on the First Floor, Room No.115, Admn. Block of the University.

    A refundable earnest money of Rs.10, 000/- (Rupees Ten Thousand only) is required to be deposited through Bank Draft, drawn in favour of Finance Officer, JNU. In the case of successful contractor, the earnest money deposit will be refunded only after completion of one year’s satisfactory service. The quotations without earnest money, PAN No., TIN No., Service Tax & VAT shall not be entertained.

    The contract shall be on a comprehensive service maintenance agreement basis and no extra charges for any general wear and tear / spare parts, consumables i.e. ink tonner etc shall be borne by the University. Only paper and power shall be provided by the University. It will be the responsibility of the contractor to keep the equipments in perfect working order. The repair work will have to be carried out at the location of the equipment, except in the exceptional circumstances, where the equipment or any component may be required to be taken out for repairs in workshop. In such cases, a standby arrangement shall have to be made by the contractor and in no way working of photocopying machines shall be held up for want of standby arrangements.

    The rates may be quoted per copy and taxes if any may be indicated separately. Payment towards the comprehensive service maintenance shall be made at the end of each month on production of satisfactory reports from the user department.

    The University reserves the right to accept or reject any or all quotations without assigning any reasons.

    UPDATE 1-India's MMTC tenders to import 35,000 T raw sugar


    MUMBAI, Feb 12 (Reuters) - India's MMTC Ltd (MMTC.BO: Quote, Profile, Research) plans to import 35,000 of raw sugar, its second such move in the crop year that started in October and one that could tighten global supplies and lift prices.

    The state-run commodity trader issued a tender on Thursday to import the raw sugar in February-March, the company said on its website. The last date to submit bids is Feb. 17, it said.

    MMTC earlier floated a tender on Jan. 23 seeking to buy 22,000 tonnes of raw sugar by February.

    India is expected to import about 4.5 million tonnes of raw sugar in the next 12 months, a senior official at producer Simbhaoli Sugars Ltd (SIMB.BO: Quote, Profile, Research) said earlier this week. See [ID:nBMA002349].

    An analyst and a trade body head said it was unclear whether shipments from the latest tender would land before many of the mills close down operations by the end of March, when cane availability starts to dwindle.

    "The crucial thing is that by the time quantity lands at the Indian shores most mills in Maharashtra may end crushing," Ashwini Bansod, a senior analyst at MF Global Commodities India Ltd, said.

    If so, there would be a marginal impact on local prices, he said.

    Ashokkumar U. Jain, a trader and president of the Bombay Sugar Merchants' Association, said if shipments were delayed, the imported supplies would get carried over to the next crushing season starting in October.

    "Only few mills can refine raw sugar throughout the year. The rest are likely to end crushing by March-end," Jain said.

    India, which exported a record 4.9 million tonnes in 2007/08, expects sugar output to fall by a third to 18 million tonnes in the current crop year to September, and some officials say it may drop to 16 million tonnes, from 26.5 million tonnes last year.

    To prevent prices from rising on account of lower output, the government earlier this month eased sugar import rules, allowing mills to buy raws at zero duty for domestic sale with a condition to export a similar quantity of refined sugar within 24 months.

    The Indian Air Force (IAF) on Tuesday floated a global tender for 126 combat jets worth $10 billion in the country's biggest ever defence deal, but it could be six years before the first planes start arriving.

    Eighteen of the medium multi-role combat aircraft (MMRCA) will be purchased in flyaway condition and the remaining 108 manufactured in the country under a transfer of technology (TOT) agreement with the chosen supplier. The aircraft are envisaged to have a lifecycle of 40 years from the time of delivery.

    The 211-page request for proposal (RFP) has been sent to the manufacturers of six aircraft: the US F-16 and F-18 Super Hornet, the Swedish Gripen, the French Rafale, the Russian MiG-35 and a European consortium's Eurofighter.

    India's Defence Acquisition Council (DAC) had cleared the RFP at a meeting here June 29 chaired by Defence Minister A.K. Antony.

    The six companies, which have been given six months to respond, will also be asked to sign a confidentiality clause against revealing the contents of the RFP to a third party.

    The RFP will also contain an offsets clause under which 50 percent of the money paid to the chosen vendor will have to be reinvested in India's defence manufacturing sector.

    The offsets clause that was introduced in the Defence Procurement Procedure-2006 (DPP-2006) mandates that 30 percent of the cost of military purchases exceeding Rs.3 billion has to be reinvested in the country.

    "The DAC had decided that the offsets in this case would be 50 percent," Defence Ministry spokesman Sitanshu Kar told reporters.

    The IAF desperately needs new aircraft to replace its ageing fleet of Soviet-era MiG-21 fighters that make up 21 squadrons of its 30-squadron fleet of combat aircraft.

    While the RFP relates to 126 aircraft, the number could go up by 70-80 to make up for the aircraft that will be phased out in the period before the new jets start arriving.

    The RFP also contains a selection model that would involve an exhaustive evaluation process as detailed in the DPP-2006.

    Explaining the process, Kar said a professional team would conduct a technical evaluation of the proposals received to check for compliance with the IAF's operational requirements and other RFP conditions.

    Following this, extensive field trials would be carried out to evaluate the performance of the different aircraft. Finally, the commercial proposal of the vendors short-listed after technical and field evaluations would be examined and compared.

    The defence ministry's Contract Negotiation Committee (CNC) would then hold discussions with the vendors before identifying the manufacturer who would be awarded the IAF order.

    The CNC would submit its report to the defence minister, who would forward it to the finance minister. After the file returns to the defence ministry, it would go for final approval to the cabinet committee on security (CCS). This process would take some two-and-a-half years.

    After the contract is signed with the chosen manufacturer, it would take another two-and-a-half years before the first aircraft start arriving.

    "Since the aircraft are likely to be in service for over 40 years, the vendors have to provide lifetime support and performance based warranty for them," Kar pointed out.

    According to him, defence ministry officials "have confirmed that great care has been taken to ensure that only determinable factors that do not lend themselves to any subjectivity are included in the commercial selection model.

    "It is expected that the technology transfer and offset clauses would provide a great technological and economic boost to the indigenous defence industries in the public sector," Kar stated.

    The floating of the tender is the culmination of a process that began in 2001 when the IAF sent out its request for information (RFI) for 126 jets.

    During this period, the IAF has witnessed an alarming dip in its fighter squadron levels from a sanctioned strength of 391/2 to 30.

    State-run Shipping Corp. of India Ltd, or SCI, has asked for bids to buy four oil tankers, which currently cost $160 million (about Rs780 crore) each, to meet rising demand to carry crude into the country.
